IMMIGRATION CONCERNS Regarding Drivers’ Licenses: 1. Because of the major backlog at many Department of Motor Vehicle sites, there are many people who intended to get their drivers’ license by April 1 who have not been able to take the driving test. We ask that the state make provision that all who start the process of getting a license by March 15 be allowed to finish the process under the current rules regarding documentation. 2. The Federal “Real ID” act does not take effect until May of 2008, and the regulations for that law have not yet been written. We ask that the state legislature pass legislation which would delay enactment of Wisconsin’s requirement of legal residency for a drivers’ license to May of 2008 when the federal law takes effect. 3. “Real ID” is applicable only to federal jurisdictions (like boarding an airplane). States are still allowed to issue driving certificates to some people which would not serve as federal identification, but would be a valid drivers’ license, allowing the person to get insurance, etc. We ask the state legislature and Governor to create the possibility of driving certificates for any state resident who does not have a social security number. Regarding In-state Tuition: Many young people are brought to this country when they are quite young, by parents in search of employment that can sustain their families. These families pay sales tax, property tax and, in their great majority, income tax. The young people are culturally part of our state and society. When, however, these young people graduate from our high schools, they find they cannot attend Wisconsin’s public universities, except at the rate paid by foreign students (often as much as 4 times the rate for state residents). And, those same students are ineligible for many grants and loans. Therefore, we ask that state to keep in the state budget a provision which will allow children of undocumented workers who have graduated from Wisconsin High Schools, have lived in Wisconsin for 3 years, and who otherwise qualify for admission, to be allowed to attend Wisconsin universities and technical schools at “in-state” (resident) rates).
